Ongoing issues with leaks led to the initiation of a significant program to upgrade the roofs at five branch libraries. The roof on each building was thoroughly assessed, and a scope of work was developed for either replacement or repair. A comprehensive design package was prepared, including detailed specifications, drawings, and construction details.
The project was publicly tendered as a single package, and fourteen bids were received. The work was awarded to three different contractors, with the total project cost amounting to $781,000—approximately $200,000 under the initially anticipated budget.

Prototeck Engineering Associates acted as the prime consultant responsible for the design, assisted with the tendering process, reviewed the submitted bids, and provided recommendations on contractor selection. Our team was also responsible for preparing contracts, conducting site reviews during construction, certifying contractor payments, issuing Change Orders (CCOs), Construction Notices (CNs), and Site Instructions, and overseeing the coordination and administration of the re-roofing work. Once the work was completed, final reviews were conducted, and warranties were obtained. The total value for the five roofing projects was $781,000. The final additional cost due to change orders was minimal, amounting to less than $2,000 over the prices submitted at the time of tender.
